New employees select their benefits when first hired. Current
employees are permitted to change their benefits. The primary
time to change benefits is during "Open Enrollment," a
once-a-year event. Changes can be made under more restrictive
circumstances if the employee has a life-changing event during
the year (for example, death in family, marriage, divorce).

Electronic Open Enrollment - Selecting benefits on-line
is quick and easy!
In FY 2004, for the third year, GDC employees had the option
of selecting their benefits through on-line web enrollment
for the flexible benefits program. Employees were able to
review benefit options they had selected during the previous
year and select new options on-line. Central Personnel Administration
was responsible for ensuring that agency employees were informed
about the on-line method of enrollment. 13% of GDC employees
took advantage of this convenient option during FY 2002,
the first year available, and 17½% during FY 2003.
For FY 2004, the percentage of employees participating in
on-line enrollment increased to 20.2%, a trend that indicates
an increasing number of employees are taking advantage of
the convenience of on-line enrollment.
